I am pregnant with our second baby, currently only about 7 weeks. I had a horrible pregnancy last time with a number of issues and just wondered if there are any circumstances that massage isn't safe?

Congratulations to your pregnancy. Hope this time everything will be easier, with less horribleness (what is the noun for horrible?).
I understand massage is safe at any time during your pregnancy, even during high risk. It really depends on the kind of massage. Gentle touch, but also slightly firmer work on tense shoulders, neck and arms, is usually beneficial (we will discuss all this at the beginning of a session). In circumstances were massage is not safe, you should not be with your friendly massage therapist but with your doctor or midwife to have problems checked out.
